What the Ministry does

New Eden keeps no secrets; only records nobody had read yet. The Ministry reads them, and files them neatly. To that end it operates a small fleet of instruments — each with its own desk, its own department, and its own opinion of your killboard — and publishes field circulars for the practising pilot. Everything below observes; nothing below judges. The Ministry is merely noting.
